1. Policy Statement and Background
1.1. The concept of the Peace Garden at Fresno State was born when a memorial for Mahatma Gandhi, Prophet of Nonviolence and Father of Human Rights Movement in the 20th Century, was dedicated on October 2, 1990. Over the years, other memorial sculptures honoring Cesar E. Chavez, Rev. Dr. Martin Luther King Jr. and Jane Addams have been added. The Peace Garden is bordered on the south by Henry Madden Library, on the north by the Professional Human Services building, the east by the Speakers Platform and west by the Dean Richard D. Ford Memorial Grove.
1.2. The Peace Garden has been designated a place:
1.2.1. Where members of the campus community can gather together for reflection, contemplation and a peaceful dialogue in a serene environment.
1.2.2. Where we can embrace and celebrate the rich diversity of life in a manner that enhances the educational experiences of all and promotes understanding, tolerance, and mutual respect.
1.2.3. Where we can draw inspiration, energy, and stimulation of action for personal and social change based on the philosophy of nonviolence.
1.2.4. Where we can recognize the contribution of and pay homage to those whose lives and struggles are exemplified by fighting prejudice, discrimination, oppression, and who have made a significant impact in paving the way for a just and humane society.
1.3. While all events on campus must adhere to the Policy on the Use of University Buildings and Grounds (D-08), the Peace Garden is unique and therefore merits a more defined set of policies for its use.
2. Authority

3. Scope/Applicability
This policy applies to all faculty, staff, students, units, visitors, organizations, and members of the community wishing to use the Peace Garden.
4. Exclusions
4.1. Use of the Peace Garden is restricted to campus sponsored events that promote the cultural mission of the university and that adhere to the philosophy in the background statement above.

7. Policy Procedures
7.1. Reservations
7.1.1. Reservations will be made on a first come, first serve basis. Reservations should be made by contacting the Student Involvement Center.
7.2. Food & Alcohol
7.2.1. University Dining Services has exclusive rights to cater food and serve or sell alcohol beverages on campus. The Vice President for Administration (or designee) reserves the right to grant exceptions.
7.2.2. All alcohol use on campus must comply with the Policy on Campus Use of Alcoholic Beverages
7.3. Public Safety
7.3.1. The Chief of University Police is responsible for determining whether an event requires additional security. The sponsoring organization is responsible for these costs.
7.4. Liability
7.4.1. The sponsoring organization shall be primarily liable for any claims or losses accruing or resulting to the University or any person who may be injured, damaged, or unpaid by the user in the course of use.
7.4.2. Users are expected to leave the Peace Garden in the same condition prior to the event. The reserving organization will be held responsible and incur actual cost for repairs, removal and cleaning of damages.
7.4.3. Off-campus organizations will be required to provide certificates of insurance for themselves as well as all vendors that meet campus requirements.
7.5. Speakers
7.5.1. Non campus-affiliated speakers must be scheduled in accordance with the University Policy on Outside Speakers and Events.
7.6. Equipment
7.6.1. Placement of equipment, including tables, chairs, and other items are restricted to designated areas (see Peace Garden map). Equipment setup locations are restricted to paved surfaces. Tents or other temporary structures are not permitted.
7.6.2. Depending on other factors, items such as additional trash cans and porta potties may be required at the expense of the event sponsor.
7.6.3. The Department of Public Safety must authorize the use of sound amplification for all events.
7.7. Smoking
7.7.1. Smoking is prohibited in the Peace Garden.
7.8. Animals
7.8.1. No animals of any kind (except service animals as defined by Code of Federal Regulations 28 C.F.R. § 36.104 and animals that are a functional part of the event) are permitted in the area.
7.9. Sleeping or Camping
7.9.1. Sleeping or camping is not allowed in the area.
7.10. Motorized Vehicles
7.10.1. Motorized vehicles are not permitted in the Peace Garden except for the setup and take down of approved events. Driving on the sidewalks must be pre-approved by Traffic Operations.
7.11. Statues
7.11.1. No objects may be placed on the statues without the prior approval of the Vice President for Administration.
